What is the Texas Windstorm Insurance Association?


The Texas Windstorm Insurance Association (TWIA) provides basic, last-resort protection for Texas Gulf Coast home owners against catastrophic losses caused by wind and hail. TWIA coverage is for those Texas residents who cannot, for one reason or another, qualify for traditional homeowners insurance.

Characteristics of the Texas Windstorm Insurance Association

Formerly known as the Texas Catastrophe Property Insurance Association, TWIA was created in 1971 to make up for the fact that insurance providers had fled the coast of Texas which had been hit by hurricane Celia. Here are some key points to be made about the association:

  • The Texas Windstorm Insurance Association provides hail and wind coverage in fourteen counties on the coast of Texas and those parts of Harris County situated to the east of highway 146 (see Table 1 for a detailed list of all counties covered).
  • TWIA is expressly a last-resort coverage, as pointed out by the association itself. As such, it is in no way competitive in coverage or price. It should be considered only when all other traditional home insurance options have been exhausted, or when home insurance in the coastal areas of Texas is not available due to a catastrophic natural disaster.
  • Insurance policies provided by the Texas Windstorm Insurance Association are essentially not much different from traditional home insurance policies: there is an insurance contract, premiums and claims are payable, and there are restrictions and special considerations that apply.
  • Property covered by the Texas Windstorm Insurance Association include personal property, dwellings and mobile homes, business property, town houses and condos; swimming pools, fences, flagpoles, etc.
